Monitoring the Ceasefire in Sudan: Strategies Following the Resumption of Clashes

Despite the intransigence of a brief truce between the Sudanese army and the Rapid Support Forces announced last Saturday, violations on both sides continue.

Yesterday, on Wednesday, clashes resumed between two large military forces in the south of Khartoum, in Bahri and on the outskirts of Omdurman.

This led many observers to fear his collapse, especially since the fate of his predecessors was not promising, as some 12 previous truces had been grossly violated.

Who monitors the ceasefire?

According to what was stipulated in the Jeddah Agreement, which was signed between representatives of the army and the Rapid Support Forces under the auspices of Saadia America last Saturday, this ceasefire is being monitored by the Follow-up and Coordination Committee.

This committee includes “the leaders of the two opposing sides, as well as officials from Saudi Arabia and the United States.”

In his meetings, he discusses ceasefire violations with two military leaders.

How it works?!

As for the mechanism of its operation, there are no clear details about it, except that some US officials have previously hinted at the possibility of its use by satellites.

Meanwhile, US Secretary of State Anthony Blinken indicated two days ago that the ceasefire agreement would be “supported by a remote monitoring mechanism backed by the United States.”

No doubt, in addition to remote monitoring, this mechanism will also examine the recriminations exchanged between the two parties publicly and through official statements to verify violations.

wave of fines

But what happens if it collapses?

Perhaps the answer to this possible scenario also came from Blinken, who confirmed that fines for violators are coming. Two days ago, he said: “If the ceasefire is violated, we will find out about it and we will hold violators accountable through the sanctions that we impose and other means available to us.”

As far as Saudi Arabia is concerned, all the positions and statements of its Ministry of Foreign Affairs indicate that it is adhering to dialogue and consensus in order to keep the Sudanese out of tragedy and to facilitate the transfer and delivery of aid.

Clashes erupted yesterday between the two sides of the conflict in several districts of the Sudanese capital after a relative lull on the first day of a truce that came into effect on Monday night, threatening to undermine the ceasefire aimed at aid coming and paving the way for a truce that will last for a longer period . In two statements released late Wednesday evening, the parties accused each other of violating the agreement.

While the Rapid Support Forces confirmed that they had to defend against ground, artillery and air strikes from the army, the latter accused them of attacking the mint, its air bases and several cities west of the capital.

In addition, eyewitnesses in Omdurman reported that an army fighter jet was shot down, and videos showing the incident were posted on social media.

However, later the army clarified that the plane had a malfunction. While the Rapid Support Forces claimed to have shot him down.

It is noteworthy that since April 15 last year, hostilities have continued between the army and the Rapid Support Forces, which have exacerbated the humanitarian crisis, forced more than 1.3 million people to flee their homes and threaten to destabilize the region as a whole.
