The water regulator gives companies a “license to leak’, MPs and charities say | Water

Ofwat, water regulator, no using this is full powers to pinch down on sewage pollution and leakage, said ministers, MPs and charities.

The regulator has been criticized for granting water companies “licenses to leak” for years and without limiting massive bonuses for CEOs who preside over a system of pollution and chaos.

There was an outcry last week after the chief executive of Apparently, Ofwat defended the water companies, arguing that they made investment that the leaks were not due to old pipes, but the lack of of storage tank building happened due to low demand.

Recent sewage discharges and water seepage during drought caused many people wonder if the regulator is suitable for goal, with issues such as water CEO pay, leaking pipes and unbuilt tanks are in the spotlight. Concerns were expressed over is Ofwat working properly or is it too close to water companies and why is water not treated as critical political issue.

Philip Dunn, Conservative MP for Ludlow and chair of The House Environmental Audit Committee told The Guardian that Ofwat was not using this is full powers on target remuneration of the general director. “They have power authorize the remuneration for directors already, and I don’t think they made it.”

Government ministers have hinted that they are disappointed that, unlike Ofwat, they cannot force water companies in spend more on infrastructure instead of big bonuses.

Sources said they would like see how water companies spend a lot more on better infrastructure and much less on payments to shareholders, but indicated out what secretary of the state does not have the authority to withhold dividends from vodokanal shareholders.

Steve Double, Defra minister said: “In public as well as government right to expect more from our water companies and we clear They need to fix leaks. Ofwat set in place clear financial effects for companies that don’t work on a leak. If we don’t see changes we expect, we won’t hesitate to take further action.”

Last week it became known that the annual bonuses paid to the heads of water utilities increased by 20%. in 2021. Figures showed executives received £100,000. on average in one-off payments on Top of their salary for the period in what dirty water was pumping for 2.7 m hours in the rivers of England and places for bathing.

In total22 water managers paid themselves £24.8m, including £14.7m. in bonuses, benefits and incentives, in 2021-22.

Leaky pipes have also come back into the spotlight. After the drought in 1995, stringent leakage targets were introduced and levels of leakage has been significantly reduced. But in 2002 Ofvat put in place new criteria for leakage targets, referred to as the economic leakage rate (ELL). This meant that companies only had to fix a leak if value of water losses exceeded cost of to fix this.

As the Angling Trust writes: “In other words, the environmental impact of sewage was discarded as irrelevant in service of fuck down water bills. Figures disclosed by the trust show that in ELL mode there is a leak first got up and then failed drop noticeably to new the goal-setting regime was reintroduced within the framework of of 2019 price review for industry.

Martin Salter, policy the head of the Fishing Trust, said: way water in this country is ruled and regulated complete and complete devastation, and Ofwat was the main part of in problem. For years they have licensed water companies to leak while ministers failed to demand levels of infrastructure investments needed to provide us to store water in times of surplus in in order to protect consumers, environment and economy in times like these.”

Blocked tank

However, there are concerns about need for new reservoirs such as one that the activists asked for in Thames drainage basin area.

In 2011 Ofwat refused back plans for building continue, and the Planning Inspectorate determined that there was no “immediate need for storage tank of this scale. When plans have been revived in 2019 and under discussion in parliamentCharles Walker, Conservative MP for Broxbourne said: role of Ofwat hasn’t been mentioned yet. He doesn’t have duty have anything to do with the environment. His only interest in driving down accounts, but should take great to deal with more interest in in environment. I think we’ve all had enough of Offvat in this is place. I hope minister I’ll take it on board.”

NGOs have also raised the alarm over appearance on times of revolving door relationship between Ofwat and water companies. There was media attention when Johnson Cox, former chief executive of Anglian Water who left with the £9.5m golden goodbye went to work like a chair of offvat. As well as last year Thames Water hired Katherine Ross as director of strategy and external affairs. Her previous job was CEO of offvat.

Dunn believes that for water companies and regulator have been in operation for decades in en environment where water and sanitation were not political priorities. “I think everyone would assume that not enough is being done, but that is because water is not a political priority,” he said. “We are only now seeing the consequences. of absence of political priority and investment over in last several decades.”

Dunn claimed that system needs a major overhaul because two separate agencies, Ofwat and the Environmental Protection Agency, regulate water companies, so there is no holistic approach and the toughest sanctions. possible not accepted.

“We have regulatory system which, divided between financial regulator and environment regulator, so there is, I think there are questions about whether this is the optimal means of regulation of any industry, because there is division of responsibilities.

“Office for environmental protection now in place and decided how one of this is first Sort of comprehensive queries to find out if regulatory system works or not. And that’s something I really welcomed.”
