Flurry over Qin Gang’s Dismissal Has Little Impact on U.S.-China Relations

Analysts say that the recent dismissal of Qin Gang from his position as foreign minister in China has minimal effect on the diplomatic relations between the United States and China. Qin served as foreign minister for only six months before disappearing from public view in June, and China officially announced his removal from the role on Tuesday.

Wang Yi, China’s top diplomat, is now reassuming the position of foreign minister, a role he previously held for two terms before his promotion within the Chinese Communist Party. Wang has already met twice with U.S. Secretary of State Antony Blinken in the past two months.

According to Nick Marro, a global trade leader at The Economist Intelligence Unit, the Chinese foreign minister primarily implements decisions made by President Xi Jinping and his inner circle, and their involvement in policy formulation is limited. Marro stated that he does not anticipate significant consequences for China’s diplomatic relations due to these recent events, but the lack of transparency surrounding Qin’s dismissal may complicate foreign engagement logistics.

Wang Yi’s Return to Foreign Minister Role Reflects Xi Jinping’s Strategy

Although Wang Yi’s return to the position of foreign minister is unusual, his promotion to the top diplomatic role also defied expectations of retirement. In contrast, President Xi Jinping initiated his third term as president in March and appointed loyalists to key positions, even if they lacked comparable government experience to their predecessors.

Jeremy Chan, a consultant for China and Northeast Asia at Eurasia Group, and Anna Ashton, the director for China corporate affairs and U.S.-China, believe that Xi’s decision to reinstate Wang reflects his preference for stability. This move also allows time for potential successors to be fully vetted and prepared for leadership positions.

The analysts at Eurasia Group further stated that Wang’s oversight of policy implementation will likely strengthen the consistency of China’s diplomatic messaging and actions while reinforcing the party’s strong guidance over foreign affairs.

Despite broad bipartisan agreement in the U.S. regarding pressuring China, critics argue that the Biden administration lacks a comprehensive China strategy.

What Happened to Qin Gang?

Qin Gang quickly rose through the ranks in the latest leadership reshuffle, becoming foreign minister after serving as China’s ambassador to the U.S. for less than two years. Dali Yang, a political science professor at the University of Chicago, explains that Qin’s rapid promotion necessitated him being seen as a rising star and exemplary figure, which made it challenging for Xi to protect him when issues arose.

The Chinese foreign ministry’s website has mostly removed any references to Qin and his speeches, leaving his bio page and activity records blank with the word “updating.” Earlier this month, the ministry cited health issues as the reason for Wang’s attendance at a diplomatic gathering instead of Qin. The authorities have avoided addressing the rumors surrounding Qin, which has allowed them to circulate widely.

Officially, Qin retains his position as state councilor and remains a member of the Chinese Communist Party’s central committee, the third-highest circle of power. Xie Feng took over as China’s ambassador to the U.S. in May, filling the role that remained vacant for months after Qin’s departure.

Communication between the U.S. and China has increased, exemplified by visits from U.S. Treasury Secretary Janet Yellen and John Kerry, the special presidential envoy for climate, to Beijing this summer. Dali Yang emphasizes the importance of maintaining a meaningful relationship between the two countries, especially with the upcoming U.S. election season, which can intensify rhetoric and tensions.
