Russia’s previous ban on diesel and gasoline exports caused turmoil in global markets. While the ban on gasoline exports remains intact, the removal of the ban on diesel exports is expected to bring some relief.

Reasons for the Ban

Initially implemented to stabilize fuel prices in the domestic market, the ban was put in place by Moscow on September 21. Kremlin spokesperson Dmitry Peskov had indicated that the restrictions would remain until market stability was ensured.

Consequences of the Ban

Following the ban, diesel prices experienced a significant increase. As Russia is a major exporter of crude oil and one of the world’s largest suppliers of diesel, this restriction had far-reaching effects.

Additional Measures

In addition to lifting the ban, Russia’s government has imposed a “protective duty” of 50,000 roubles ($495.6) per ton for resellers of petroleum products. This duty aims to prevent unauthorized channels of trade and “gray exports” by companies.

The government’s action aims to prevent resellers from stockpiling fuel for future export once the current restrictions are lifted, as well as to prevent the misrepresentation of fuel as other products during export.
