Egypt’s Role in Addressing the Challenges

Egypt has revealed its plan to counter the looming danger that will arise from the increased use of artificial intelligence technologies.

The Information and Decision Support Center of the Council of Ministers announced the government’s plan to address the challenges posed by artificial intelligence technologies, as well as the role of Egypt in formulating several ethical principles for the use of artificial intelligence in various international organizations such as the Organization for Economic Cooperation and Development, UNESCO, and the G20, as well as her leadership of groups working to consolidate ethical guidelines for artificial intelligence at the regional level within the African Union and the League of Arab States.

Activate the 5 key principles

The charter aims to activate the 5 core principles, namely: humanity as a goal, transparency, interpretability, fairness, accountability, and safety and security, following approximately 13 general principles as overarching rules in addition to the 16 implementation principles; This applies primarily to any organization that develops, deploys or manages an artificial intelligence system.

The clearinghouse pointed out that the ethics of artificial intelligence is defined as a set of principles, guidelines and guiding standards that developers and users of artificial intelligence should follow when developing and using human rights technologies.

Principles of Ethical Rules of Artificial Intelligence

The Center revealed the principles contained in the ethical rules of artificial intelligence, which are neutrality and impartiality, since artificial intelligence systems must be designed in such a way that the results and decisions they provide are impartial and unbiased, and also avoid discrimination based on race, religion, gender, age, or socioeconomic status. Treat all people fairly and equally without exacerbating existing cultural and social prejudices.

The center points out that the second principle is transparency and interpretability, which means that artificial intelligence systems should be transparent, providing rationales and explanations for their decisions and actions, which helps to build trust, and also allows users to understand the mechanisms of operation. artificial intelligence systems, including the data and algorithms involved in decision-making processes and the results they provide.

Privacy and Data Protection

The third principle of the Egyptian Charter includes respect for privacy and data protection, since judicial and strict measures must be implemented to ensure that privacy is not violated and the personal data of users of artificial intelligence systems is protected, by using personal data only for specified purposes, provided that the user agrees and hides his identity.

The fourth principle established by Egypt provides for responsibility and accountability, where the developers of artificial intelligence systems and relevant authorities should be held accountable and accountable for the consequences and results of these systems, in addition to establishing mechanisms to counter and eliminate potential damage that may result from the developed digital systems.

The fifth principle includes taking into account security and safety by taking the necessary measures to reduce the risks associated with artificial intelligence technologies and prevent the possibility of their malicious or criminal use, as well as protect them from penetration and unauthorized access to user data and information.

Notably, according to official Egyptian statistics, the size of the AI market is expected to grow by at least 120% per year, with the global AI market value reaching approximately $1.59 trillion by 2030, which creates more problems.
